How to Apply to the MSTEP Program

Step 1 - Admission to Cal Poly State University through CAL STATE APPLY

This first step is about Admission to the university. If admitted, this does NOT guarantee admission to the Mutiple Subject Credential Program.

  1. Apply to the university for graduate studies at Cal Poly by the deadline on Cal State Apply . Please visit the Cal State Apply Help Center for more information.
    • Submit a Graduate application to Cal Poly as "credential only", and
    • pay the $70 application fee online.
      • Cumulative higher education grade point average (GPA) of 2.75 for my last 90 quarter units (or 60 semester units) OR I have a Higher Education cumulative GPA of 2.67. If below the required GPA for both categories, contact the Multiple Subject Advisor for guidance.
      • Unofficial transcripts for all other colleges/universities (if applicable)
      • You will be required to upload the following to your Cal State Apply application*:
      • Verification of satisfying the Basic Skills Requirement
        • (See, Basic Skills Requirement for explanation of options to meet BSR)
        • Pass the CSU Placement Examinations (ELM and EPT)
        • Pass the CSU Early Assessment Program (EAP - Mathematics and English), OR
        • California Subject Examination for Teachers (CSET)–Multiple Subject plus CSET–Writing.
        • California Basic Educational Skills Test (CBEST)
      • Certificate of Clearance (Instructions)
      • Name and email of an individual to submit a letter of recommendation
        • This letter must be academic in nature, and should be chosen to attest to your ability to be successful in a professional education program. Letters should be typed on professional letterhead with original signatures. The above letters will not be considered if they are from a close relative.
          • A second letter is due as part of the application to the program process.
      • Verification of attendance at a MSTEP Program Information Meeting

        * Please note that all of the listed items are required to submit your application.
    • All graduate applicants must send an Official transcript to the Cal Poly Admissions Office directly from the degree-granting institution, by the program application deadline. You are encouraged to also send unofficial transcripts from ALL baccalaureate institutions where you have been enrolled.Instructions for submitting you for official transcripts can be found at the following link:
    • Bachelor’s degree must be in progress or completed from a regionally accredited institution
    • Cal Poly bachelors degree holders do not need to provide these transcripts.

Step 2 - Application to the Multiple Subject Credential Program through MSTEP application packet

  1. Complete the MSTEP application packet (Download application and save it to your computer before completing)
  2. Complete the following:
    • Pre-requisite Coursework
    • Certificate of Clearance
    • Health Clearance Verification (TB and Rubella Clearances)
    • Professional Aptitude Interview (see MSTEP I application)
    • U.S. Constitution Requirement
    • Verification of satisfying the Basic Skills Requirement (BSR) - See Basic Skills Requirement – CL-667 for options to meet BSR
    • Verification of subject matter competency - CSET Multiple Subject - Successful passing of all subtests of the CSET-Multiple Subject Examination or Complete a Commission-approved subject-matter program. A full list of Commission-approved subject-matter waiver programs can be found at (
    • Submit a second letter of recommendation that addresses your relevant experience in an educational setting, such as tutoring or working with school-age youth.
